Valley County Fairgrounds Master Plan

Valley County is excited to launch the development of a Fairgrounds Master Plan to guide the long-term use and enhancement of its Fairgrounds property. Identified as a priority project in the County's adopted Master Facilities Plan, this initiative reflects Valley County's commitment to accommodating population growth, improving public amenities, and strengthening the Fairgrounds' role as a regional economic and community asset.
The County has partnered with Clearwater Financial, its Municipal Advisor, to lead this planning effort. The plan will provide a high-level framework to evaluate current site conditions, identify future facility and space needs, and establish a cohesive vision for the site's long-term development.
Several foundational improvements have already been completed:

  • A new arena has been constructed on the site and will remain a permanent fixture of the Fairgrounds.
  • The Road & Bridge Department is relocating to the Gold Dust property, creating additional capacity for Fairgrounds uses.
  • The County has acquired the AmeriTitle building, now referred to as the Cascade Annex, which will enhance future operational and programming opportunities adjacent to the site.

The Fairgrounds Master Plan will include:

  • An assessment of existing site layout and facilities;
  • Evaluation of infrastructure needs, circulation, and parking improvements;
  • Consideration of amenities such as a potential community center or multi-purpose event space;
  • Economic impact analysis based on current demographic trends;
  • Development of preliminary site concepts, cost estimates, and phased implementation strategies.

This planning effort is being conducted in collaboration with the Valley County Board of Commissioners, the Fair Board, and other County stakeholders. Public involvement will be an essential component of the process, with opportunities for community members to participate through surveys, public meetings, and other engagement strategies.
